Eusebius says that the power attributed to Simon was opposed by the arrival of Kepha in Rome. He presents Kepha as the principal apostolic witness who brought the true proclamation into direct conflict with Simon's deception. The tradition reflects second-century Roman Christian memory and is connected in Eusebius's sources with Kepha's later martyrdom under Nero. Historically, Acts does not narrate Kepha's journey to Rome; Eusebius relies on later apostolic tradition. He treats the Roman mission as central because Rome becomes one of the major succession lines traced throughout the History.
